Sustainable Urban Environment

Progress
  • Demonstration of Environmental improvement in EcoCity project towns;

  • Fostering urban planning/ development/ renewal in India with environmental conSustainable Industrial Developmenterations;

  • Technically sound solutions for air quality monitoring, speedy data acquisition and studies for decisions on air quality monitoring;

  • Scaling up the pilot urban renewal efforts under EcoCity project to JNNURM and non-JNNURM cities with regard to developing city development plans, solid waste management, waste water management, sustainable transport, sanitation plan, CDM support and provision of clean drinking water;

  • To support the JNNURM project in 6 cities (Nasik, Raipur, Shimla, Varanasi, Kochi and Tirupati), GTZ-ASEM is planning to set up environment cells within the Municipal corporations in each city. The team is now planning to expand their human resources by recruiting experienced personnel for the environment cells.
















Upscaling Mechanisms for Solid Waste Management
As a part of the technical support of GTZ to the JNNURM project, a team of National and International Experts visited the cities of Raipur, Shimla, Kochi, Nashik and Varanasi from 16-28 February, 09 for a complete analysis of the current situation of municipal solid waste management and subsequently made recommendations for systematically incorporating environmental concerns in the detailed project reports.

A detailed report of the experts’ suggestions for the ideal way forward including the implementation schedule for further steps was sent to the respective Municipal Corporations, respective State Nodal Agencies and to the concerned Ministries for their comments and suggestions.

A team of CDM experts reviewed the Detailed Project reports (DPR’s) and visited the cities together with the Solid Waste Management experts and prepared a pre-feasibility report on the CDM potential of the proposed interventions.

The recommendations of the experts and the pre-feasibility report would provide improved urban infrastructure in the cities leading to measurable improvements in terms of waste management and proper disposal.

Status Report on Mandatory and Obligatory JNNURM Reforms
Mandatory reforms are those reforms, which the Urban Local Body (ULB)/parastatal agency/ state government necessarily has to implement under the JNNURM reform project. A status report has been prepared in context of ULB level reforms (mandatory and obligatory) for the cities of Raipur, Nashik, Shimla, Varanasi and Kochi.

The reports mention the mandatory reforms, status in Memorandum of Agreement (MOA) and current status of implementation. The mandatory reforms includes municipal accounting, e-governance, registration of birth/death certificates, property tax, water supply, grievances, building approval, procurement and monitoring of projects, health licenses, solid waste management, accounting systems, user charges and personal information system and basic service provision to poor. The optional reforms includes revision of bye-laws to streamline approval process for construction of buildings, simplification of framwework for conversion of agricultural land for nonagricultural purposes, property title certification systems, earmarking of developed land in all housing projects for EWS/LIG category with cross subsidization, computerized process of registration of land and property, Revision of bye-laws to make rain water harvesting mandatory Bye-laws for reuse of recycled water, Administrative reforms, structural reforms and encouraging PPP

Restoring Livelihoods for Upgrading Environmental Infrastructure
The RELIVE project financed by the European Commission under its Asia Pro Eco IIB Post Tsunami programme was successfully implemented in 14 target communities, 7 each from Andhra Pradesh and Tamil Nadu with Indian and European Partners.

The project objectives were restoring livelihood and promoting rapid recovery for tsunami-affected families, facilitating income generation, expanding opportunities for sustainable development, rebuilding basic environmental infrastructure and reducing further disaster risks by improving disaster prevention measures in coastal areas. The processes adopted for embedding innovative service delivery mechanisms were building capacities through training of trainers (ToT) programmes, awareness programmes in local languages, involvement of community for participatory decision making and strengthening of VDCs, O&M and user fees for environmental infrastructure.

The project was successfully completed in March, 2009 and was able to build and enhance the communities at the individual level as well at the community level. The private assets were distributed to 800 beneficiaries through revolving fund approach which resulted in 100% repayments in some communities, increased income level and enhanced self-reliance in the tsunami affected communities. The project has not only had direct impacts but also indirect impacts. It has also lead to increased enrolment in school, better health, nutrition and sanitation, community strengthening, collective decision making and community empowerment

Clean and Green Drive
The Clean & Green Drive - SAKARMA was launched in Tirupati by GTZ-ASEM in cooperation with the Tirupati Municipal Council and the local NGOs on the 10 January, 2009 and ended on 16th March 2009 by making a tremendous impact on Tirupati. This drive was a part of the comprehensive plan to keep the city clean by involving stakeholders ranging from the Tirupati Municipal Corporation, Tirupati Tirumala Devesthanam - Temple Trust, to the local NGOs and the community in segregation of waste at the doorto- door level.

The aim of the drive is to spread awareness on door-to-door segregation of waste and emulate the successful model for segregation of waste in the entire city. The built capacities and enhanced awareness would lead to measureable improvements in terms of solid waste management and disposal.

Developing Harmonious and Sustainable Cities in India
The Association of Municipalities and Development Authorities (AMDA) in cooperation with UNHABITAT, Nairobi and GTZ-ASEM, New Delhi organized a two day National Seminar on 'Developing Harmonious and Sustainable Cities in India for a Better Urban Future' on 20-21 March, 09 at India Habitat Centre, New Delhi.

The broad objectives of the Seminar were to highlight the importance of sustainable urban development in making our cities harmonious, sharing best urban practices and take forth various initiatives by the central, state and local government. The seminar covered important themes like promoting social equity and inclusiveness in cities, establishing economically productive and equitable cities, harmonizing built and natural environment of Indian cities and preserving the historical roots of Indian cities.

The recommendations of the workshop were developing three-pronged strategy for harmonization of cities namely, Synergy between urban, regional and local planning; Social harmony within cities to have social justice and equity through low-cost infrastructure and service; and Harmony between built and natural environment covering sustainability of ecosystems and cost effective environmental solutions.

Implementing Reforms Achieving Improved Urban Environment
German Technical Cooperation (GTZ)-Advisory Services in Environmental Management (ASEM) on behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), ICLEI-South Asia and United States – Department of State in partnership with National Institute of Urban Affairs (NIUA) jointly organized one and half day international workshop on “Including Clean Technology and Efficiency Measures while Developing Infrastructure Projects for Improved Urban Environment” at Coimbatore on 13-14 March 2009.

The workshop included:
  • Present the Assessment of the Urban Environment Accords supported by the GTZ India;
  • Inauguration of the Renewable Energy andEnergy Efficiency Resource Center for Coimbatore under the Local Renewable Model Communities Project;
  • Launch of Urban Climate Project: Building Clean and Efficient Cities funded under the Asia Pacific Partnership program by the US department of State;
  • Discussions & deliberations on energy status, Kyoto protocol, CDM and post 2012 climate negotiations under the Climate Roadmap project supported by British High Commission.
The urban environment accords (UEAs) look at implementing reforms/projects to achieve improvements at the city level in seven areas including energy, waste reduction, urban design, urban nature, transportation, environmental health and water.

In 2008, GTZ-ASEM together with ASEM Vol. 1, Issue 1, 2009 ICLEI-South Asia had undertaken the first ever review of the status of UEA implementation covering all 16 Indian cities. GTZ-ASEM together with ICLEI-South Asia awarded three cities for their performance on environmental and sustainability issues under the Urban Environmental Accords (UEA) for Improved Urban Environment. The Municipal Corporation of Ahmedabad received the first prize, Hyderabad was second prize winner and Bhopal was the third winner among the top performing cities according to the review conducted last year as part of this program.

Capacity Development for Sustainable Sanitation in India through Regional Nodes and Selected Pilot/ Demonstration Project
Two day workshop was organized from 2-3 March, 09 on Capacity Development for Sustainable Sanitation in India through Regional Nodes and Selected Pilot/ Demonstration Project to promote sustainable sanitation in urban areas as a response to National Urban Sanitation Policy issued in November, 2008 to tackle the sanitation problems in urban India.

The objective of the workshop was to promote Sustainable Sanitation through knowledge dissemination by establishing regional nodes and through selected pilot and demonstration projects.

During the course of the workshop, concepts for 5 different regional nodes (Pune, Nagpur, Bangalore, Mamallapuram and Nashik) and 2 plans for pilot and demonstration projects (one in Jawaharlal Nehru University, New Delhi and other under Indcare, New Delhi) were presented.

The workshop leads to increased awareness on the mechanisms for provision of safe sanitation and environment-related services in different regional nodes in urban areas which supports the National Urban Sanitation Policy (2008).

Sustainable Sanitation Alliance (SuSanA) is a dynamic network of organizations working on joint road map for promoting sustainable sanitation systems and contributing to achievement of MDGs. It is motivated by the UN's decision to declare 2008 as the International Year of Sanitation (IYS), a number of organizations active in the field of sanitation decided in 2007 to form an open network on Sustainable Sanitation to support the IYS. Key issues addressed by thematic working groups are innovative technological interventions, productive sanitation system, community and rural sanitation, planning of sustainable sanitation in cities, capacity building, hygiene and health, food security, O & M, Gender issues, emergency and reconstruction situations, cost and economies, renewable energy, groundwater protection and climate change, business orientation, marketing and public awareness

Eco-City Eco-Business Partnership Programme in India
A workshop on the Eco-city Eco- Business Partnership Programme was organized at India Habitat Centre, New Delhi on 25th May 2009 for deliberations among all the stakeholders on the proposed action plan for the cities participating in the programme. The participants were from Ministry of Environment and Forests, UNIDO, Vienna City Administration, GTZ-ASEM and the cities proposed to be adopted under the Eco-Business Partnership Programme. The scope of this workshop was to contemplate and analyze the action plan template which has been prepared by UNIDO and pave the way for further action in the cities.

suggested the 'triple-win' approach for improving the urban environment through Eco-Business. The approach firstly includes increased reputation for good environmental management and economic development of the cities with greater private investment. Secondly, small and medium enterprises (SMEs) would get a boost through eco-business resulting in big employment generation and thirdly the corporate sector would join hands with the Government set-up for a more coordinated environmental improvement in the cities.

Closing the Loops, Reuse of Waste water
A pilot project of effluent treatment plant for hospital effluent has been constructed and is successfully operational since May 2008, in Manipal Hospital, Bangalore under the Manipal PPP project implemented by HAWA.

An innovative technology called "Decentralized wastewater Treatment System (DTS)" has been used for tertiary treatment of effluent which makes effluent safe for flushing in toilets and gardening. The hospital saves about 0.5 million rupees per annum through reuse (182 million litres of water). A Biogas recovery plant is being considered as a next step. The project success has led to replication of the model in two other hospitals in Bangalore. Training modules were prepared on Bio-Medical Waste Management for all the target groups and about 356 staff members of Manipal Hospital were trained on these modules

This initiative leads to developed instruments for hospital waste management in one city which can be replicated further.

Regional Workshop on “The Laws, Environment and Sustainable Development”, 25-26 April, 2009 at Hotel Taj Deccan, Hyderabad
A Regional workshop on The Laws, Environment and Sustainable Development, a third in its series (previous workshops held in Bangalore and Chandigarh) was jointly organized by Law Alliance and GTZ. The technical sessions of the workshop covered topics related to contribution of law to environmental sustenance, irrigation infrastructure and environmental issues, management, distribution and access of water resources, population - environment nexus, emerging technologies and environmental protection, legal issues of sustainable development and environmental policy and ground realities. The workshop included eminent speaker’s viz. Honorable Judges of Supreme Court of India, Andhra Pradesh High Court and Delhi High Court with around100 participants representing mainly the judiciary and law fraternity of India.

Bio-Medical Waste Management
   
A gap analysis was carried out on the solid Bio-medical waste management system adopted in the hospital. Based on the baseline studies, HAWA made recommendations for improvement in waste management. Manipal Hospital then undertook the implementation of the action plan and finally achieved a system which is complying with the Bio-medical Waste (Management & Handling) Rules, 2000.

SOPs were then developed and are now routinely being used in the hospital for every activity that generated bio-medical waste. Specialized containers for sharp management, hazardous waste management was also developed and is being used. A special design of intermediate storage of solid bio-medical waste with color codes was also given by HAWA and built by Manipal.

Sustainable Industrial Development

Progress
  • Facilitating rehabilitation of polluting industrial clusters in India; Relocation of about 80 electroplating industries from congested residential areas of Madurai, TN;

  • Fostering transformation process of existing industrial parks in Andhra Pradesh for reduced pollution and improved environmental quality;

  • Facility to handle 40t/yr of hazardous waste for 20years, reducing risks from wild dump sites and polluting industries;

  • APSEZ plan modified with resource efficiency, environmental impact assessment, climate orientation, low carbon economy and facilitating international investments;

  • Association building of e-waste informal sector workers as "4R" focusing on holistic management of electronic waste in India.















Mainstreaming the Informal Sector
The Informal sector plays a significant role in electronic waste management in India. This sector constitutes largest part of economically active workforce in India but is still not recognized. The informal sector re-imagines waste as an opportunity and follows highly networked linkages for waste collection and disposal while in the process of livelihood support; they endanger their health, safety and environment.

It is imperative to identify the intrinsic role of informal sector in e-waste management, as highlighted in the National Environmental Policy, 2006 and E-waste Guidelines (CPCB, 2008). Under the EU-E-Waste Initiative in Delhi, an association of informal sector workers was formulated entitled, '4R-Responsibly Reduce Reuse and Recycle' and was formally registered under the Societies Registration Act, 1860. A group of e-waste dismantlers, recyclers and godown owners from Shastri Park, East Delhi came forward to form an association as a result of our regular meetings and trainings with the sector on the benefits of association building.

The formulation of an association of the informal sector has led towards built-in mechanisms for safe e-waste disposal which was earlier being disposed off by the informal sector in extremely hazardous conditions for environment and health.

Strengthening Environment Management Cells
To strengthen the environment management system in the existing 32 Industrial Parks, , 6 junior experts were engaged and placed in the APIIC zones to assist in preparing baseline data/ status reports and in coordinating implementation of Eco Industrial Park activities. At the end of the contract with GTZ ASEM, these interns are now contracted by APIIC w.e.f October 15, 2009.

The baseline data and status reports will lead to planning and support to the environmental government authorities for the implementation of eco industrial park approach.

Multiplier Effects: Replicating Eco Industrial Park Approach
Taking cue from the ongoing efforts in Andhra Pradesh, the Department of Pharmaceuticals (DoP) of the Indian Ministry of Chemicals and Fertilizers has started similar Eco Industrial Park efforts as in Andhra Pradesh for pharmaceuticals industry in India. GTZ ASEM is providing technical cooperation to DoP in this regard and is a member fo the National level Task Force set up by DoP for environment & hazard management in pharmaceuticals sector in India.

GTZ ASEM is assisting in developing a "Strategy Paper and Action Plan" for implementation of environment and hazard management in the pharmaceuticals sector in India with focus on environment, disaster management and climate change.

Targeting the expansion of the Eco Industrial Park efforts beyond Andhra Pradesh, awareness workshops were conducted in Gujarat and Bhopal on "Eco Industrial Parks". Based on the feedback received from the workshop, the Gujarat Industrial Development Corporation (GIDC) has submitted a strategy paper, jointly prepared with GTZ ASEM, to the Ministry of Environment & Forests for extending technical cooperation of GTZ under ASEM Programme for planning and developing eco industrial parks in Gujarat.

The scaling up for eco industrial park approach in other States of India will lead to measureable improvements in terms of resource efficiency, waste and wastewater management, cleaner production and lower pollution loads.

Research and Evaluation
The work on baseline assessment, documentation and monitoring of climate benefits from various interventions planned in Andhra Pradesh under the project on “Planning & Development of Eco Industrial Parks” has been started with a kick off meeting on May 19, 2009 and preliminary visits of the international experts were held during May 18-22, 2009.

The studies will help quantify the energy, environment and climate benefits from various interventions being implemented. The measures suggested will support the National Action Plan for Climate Change (NAPCC, 2008) by reducing the consumption of fossil fuels with enhanced process efficiency and reduced air and water emissions.

Environmental Performance Improvement in Large Scale Industries
The work on environmental performance improvement in large scale industries has been started with the selection process of identifying 10 industries willing to invest in interventions related to environment, energy and climate change. 30 potential industries have been shortlisted together with APIIC and 10 industries were finalized for inclusion in the programme. A 1-day kick-off workshop was organized with selected industries with the overall objective of the providing awareness and knowledge to the participating industries on various aspects of achieving environment performance improvement through relevant aspects such as energy reduction, emission reduction, waste management, resource
conservation etc.

This activity is a first step towards a series of activities planned for undertaking energy audits, environmental audits etc. and suggesting measures for implementation for improving the performance of the participating industries.

Chemical Disaster Mock Drill
GTZ ASEM, together with InWEnt, is supporting capacity development of the Disaster Management Institute (DMI), Bhopal in the field of industrial disaster risk management. A mock drill was organized by the National Disaster Management Authority (NDMA) and Disaster Management Institute (DMI), Bhopal ( 8 March, 09) at Hero Honda, Gurgaon to inculcate culture of preparedness, examine plans and identify gaps and resource capabilities to face actual disasters. GTZ-ASEM experts attended the mock drill.

Continuous Improvement Process by Sustainable Technologies
The ECOPROFIT approach is to set up a win-win model that strengthens industries (SMEs) economically by using environment-friendly technologies and simultaneously improve the ecological situation of the region. It enhances the efficiency of industries by reduced demand for energy, raw materials, waste reduction and minimizes the associated environmental impacts. Since 2003, ECOPROFIT tools and training modules are implemented in more than 60 industries in Delhi NCR region and more than 1,800 all over the world.

The improved processes and introduction of environmental management methods has led to verifiable improvements in the industries in terms of resource efficiency.

Strengthening Waste Water Management and Water Conservation
Two German delegations comprising of eminent scientists and engineers visited Karnataka and had interactions with Karnataka State Pollution Control Board (KSPCB), Department of Forest, Environment and Ecology (DFEE), Bangalore Metropolitan Regional Development Authority, Bangalore Water Supply and Sewerage Board (BWSSB), Karnataka Urban Water supply and Sewerage Development Board (KUWSDB) and other related agencies. The discussions, meetings and workshops led to development of a “12 point agenda” which provides framework and action plans for strengthening the exchange of knowledge and technology transfer. Survey to assess the Performance of two major BWSSB plants were undertaken and recommendations given
  • Thirteen industries in five Industrial Sectors like Distillery, Sugar, Paper, Textile and Engineering were studied and recommendations given for effluent treatment improvement.
  • Preliminary surveys undertaken to initiate Integrated Lake Rehabilitation in a BMRDA jurisdiction.
  • An exclusive workshop held in latest technologies in Municipal Water and waste water Management in April 2009 with BWSSB Engineers

Exposure Visit on Dismantling for Informal Sector
The delegation of 8 members from informal sector were sent for an Exposure Visit and Study Tour on dismantling practices in Europe as a stepping stone towards holistic management of ewaste.

The participants are also looking forward to set up a Model Workshop in Delhi as a pilot, showcasing the best practices in electronic waste collection, segregation, disassembling and dismantling by "informal sector".

The exposure visit of the informal sector workers is like a door opener for developing environmental friendly and resource efficient procedure for safe dismantling and reuse and overall proper management structure for e-waste handling.

Combat Climate Change, Act Now
GTZ-ASEM experts participated in the World Environment Day event on June 5, 2009 at Hyderabad together with WWF and APIIC. On the occasion, an exhibition was set up showcasing the need to combat climate change and the benefits from the ongoing efforts for developing Eco Industrial Parks in Andhra Pradesh.

Networking for Disaster Risk Reduction
One of the objectives of the iDRM programme is to establish networks of training providers for capacity building and information sharing through iDRM web platform.

Series of regional networking workshops were organized at Nagpur (12-14June, 09), Bangalore (31Jul y-1August, 09) and Jaipur (7-8 August, 09) The workshops were designed to achieve objectives of the iDRM project through compilation of "Capacity Building Programmes through Networking using the web platform" by using existing reading material and documents on the subject by involving modern principles of teaching and skills training from various experts institutions and individuals. The institutions which provide the details of their training programmes, course material, and a short description about their institute will be treated as partners and full support will be given to the partners who contribute to the web platform.

Overseas Training on Co-Processing of Hazardous Waste material in Cement Production; 11-15 May 2009
Holcim Ltd. and GTZ have established a successful cooperation arrangement under a Private Public Partnership (PPP); agreement supported by the German Ministry for Economic Cooperation and Development (BMZ) since 2003. The objective of this partnership is to ASEM Vol. 1, Issue 1, 2009 contribute towards a more ecological and economical management of selected waste materials in developing countries and countries in transition by elaborating internationally recognized Guidelines for co-processing of waste materials in cement kilns as an alternative form of waste treatment, promoting the dialogue between public authorities and private enterprises and raising awareness and building technical know-how in participating countries. However, the implementation of this know-how requires capacity building of the involved stakeholders and decision makers in order to achieve the full benefit of co-processing.

An exposure tour was organized for Public Authorities at national, regional and local levels and NGOs dealing with the issue of waste management and co-processing by University of Applied Sciences, Northwestern Switzerland.
The two main objectives of the training course was to provide an introductory training modules covering the entire range of co-processing (all 8 modules) to experts related to the subject on a national or international level and to test the training kit with regards to its structure & content with feedback from the participants on improvements.

Alternative Fuel and Raw Material (AFR) can play an important role in contributing towards reducing fossil fuel use and costs with sustainable usage of natural resources, lowering CO2 emission, enhanced waste management and reduced pressure on landfill. The use of AFR in energy intensive industries is called co-processing. The versatility of cement production process enables the safe use of by-products from other industries as raw materials, fuels or constituents of cement. To promote co-processing of waste in cement kilns GTZ and Holcim Group Support Limited established a strategic alliance for preparing internationally recognized Guidelines on “Co-Processing of Waste Materials in Cement Production”. The general principles for co-processing are promoting waste hierarchy concept by environmentally sound resource recovery options, additional emissions and negative impacts on human health to be avoided, high quality cement production, industries engaged in co-processing should comply environmental and safety norms and country specific requirements needs to be reflected in the regulations.

Mainstreaming the Informal Sector
A total of 3,82,979 MT of e-waste is generated in India as per the GTZ-MAIT National level study for e-waste assessment (2007). Out of this only 19,000 MT of e-waste has been recycled. The formal recyclers are handling only 5% of the overall e-waste recycled in India. This indicates that 95% of the e-waste is recycled by the informal sector.

The fostering growth of in the electronics and information technology sectors in West Bengal is leading to generation of huge quantities of e-waste in this region. Also in West Bengal, there are no formal recyclers so it can be assumed that all the e-waste generated or illegally imported in Kolkata is handled by the informal sector posing threats to environment and health of workers. This makes it imperative to inventorize, devise and implement a strategy to manage the ever-increasing quantities of electronic wastes. Indian Chambers of Commerce, Kolkata in partnership with West Bengal Pollution Control Board and GTZ-ASEM initiated E-waste Inventorization Study in Kolkata Metropolitan Region for estimation of e-waste quantities being generated in the region and projecting the growth of generation the quantities over the next ten years.
To initiate the project a kick-off workshop on "E-Waste Inventorisation in KMA, West Bengal" was organized by Indian Chamber of Commerce (ICC) under the joint funding by GTZ-ASEM, West Bengal Pollution Control Board (WBPCB) and ICC on the 19th May 2009 in Kolkata. The workshop focused attention on the quantitative understanding of e-waste generation, disposal and recycling. Sustainable Consumption and Consumers Protection

Progress
  • Proposals for improvement of legal redress system have been integrated in draft 4th amendment to the Consumer Protection Act;

  • 3 TV spots educating consumers on their rights have been produced and aired several times on national TV;

  • 4 state of art laboratories for legal metrology are being set up at Indore and Delhi as a model for replication in more than 2,500 laboratories across India (under cooperation with PTB Germany);

  • PPP with FICCI was agreed to set up 6 model Mediation centers for out of court settlements of consumer disputes;

  • Agreement with 5 States was reached to set up model Advice Centers.














Empower Consumers Safeguard Consumers Interest
The first phase of the project started in the year 2007 & completed in March 2009. The second phase was initiated from April 2009 till 2012. The major outcomes of the first phase were baselines studies on consumer situation and problems and categorization of different target groups on the basis of educational qualification, income levels and consumption patterns. The project initiatives also resulted in capacity building and increased awareness on consumer rights, strengthening of voluntary consumer organizations (VCOs) and recommendations for existing legislative reforms related to consumer protection in India.

The current draft amendment to the Consumer Protection Act has incorporated the project’s recommendations for improvements of the legal redress system and a faster disposal of cases at the consumer courts. To educate consumers on their rights three TV spots have been produced and were aired several times on national TV. Four state of the art laboratories for legal metrology have been set up at Indore and Delhi as a model for replication in more than 2500 laboratories across India.

The second phase of the project envisages pilot projects in five states of India. The activities will focus on the areas of consumer information and transparency, sustainable consumption, institutional framework, unfair trade practices, legal redressal and capacity building in legal metrology.

Establishing Consumer Advice Centers
To empower consumers to take informed decisions consumer advice centers (CAC) will be set up in each one of five selected States (Gujarat, Madhya Pradesh, Orissa, Tamil Nadu, West Bengal) where consumers receive pre- and post-purchase advice on products and services.

To ensure the sustainability of the pilot project the advice centers will be closely connected to the State Consumer Helplines and both the State governments and selected Voluntary Consumer Organization (VCOs) will be involved in the operation of the CACs. The terms of reference have been developed for establishing CACs and linking them to a Consumer Support Network (CSN) including a central IT Platform. Operation is expected to start in the first months of 2010.
Signing of a MoU between FICCI & GTZ
A Memorandum of Understanding (MoU) was signed on the 18March, 09 between Federation of Indian Chambers of Commerce and Industry (FICCI) & German Technical Cooperation (GTZ). On behalf of FICCI Mr. Arun Chawla, (Senior Director, FICCI) and on behalf of GTZ Mr. G. Dresruesse (Country Director, GTZ) and Dr. J. Bischoff (Director, GTZ-ASEM) signed the MoU.

The intent of this MoU was to outline the way in which the two institutions will be able to utilize their complementary capabilities for offering a joint value proposition that would focus on effective development of world class human capital and leadership.

Within the framework of the MoU, a PPP was agreed upon in principle. The basic element of PPP between FICCI, GTZ and Ministry of Consumer Affairs, Food and Public Distribution, Government of India is establishing court-annexed mediation centers in five districts in the states of Madhya Pradesh, Gujarat, Orissa, Tamil Nadu, and West Bengal and in Delhi annexed to the State Consumer Dispute Redressal Commission (SCDRC). The consumer courts would refer suitable cases for mediation and alternate dispute resolution (ADR) to these mediation centers for speedier resolution of consumer complaints. The pilot project will be carried out in close consultation with the National Consumer Disputes Redressal Commission (NCDRC).
Jago Grahak Jago
The consumers in rural areas were made aware of consumer courts, precision of weights and measures and consumer redressal through "Jago Grahak Jago" campaign of the Department of Consumer Affairs, Government of India on television, radio broadcasting and print media. The campaign was extensively advocated in the states of Rajasthan, Andhra Pradesh and Gujarat in regional, Hindi and English channels and published in more than 25 leading newspapers in each State.

The campaign supports the pilot implementation in the areas of consumer awareness and education, consumer information and advice, redressal system and legal metrology by use of mass media tools for effective and efficient services.

Setting up a National Institute - National Environment Protection Training and Research Institute
GTZ ASEM is assisting MoEF in the transformation process of the existing EPTRI, Hyderabad to National Environment Protection Training and Research Institute (NEPTRI).

NEPTRI is envisioned to assume national level stature by upgrading it from its current status with focused strategy catering to the environmental needs of India in the identified fields making it highly competent and competitive with retention of qualified staff and upgrading infrastructural facilities including laboratories, training facilities, office working spaces etc. NEPTRI is foreseen to be a leading environmental institution in India spearheading capacity building and offering professional services and research for enabling breakthroughs in skills, knowledge, awareness and information for realizing sustainable development by mainstreaming environmental concerns in all developmental activities. As requested by MoEF, a Technical Cell of GTZ ASEM is proposed to be set up at NEPTRI.

Under the project "Natural Resource Accounting for the State of Andhra Pradesh", a draft report has been prepared by the Environment Protection Training Research Institute (EPTRI) for the Adjusted State GDP Accounts for Andhra Pradesh according to the United Nations Integrated System of Environmental and Economic Accounting. The draft report covers the sectors of Land, Water, Air, Municipal Solid Waste, Forest and Coal. The report has been reviewed by a national level expert and suggestions from the expert are being incorporated to finalize the report. There has been interest in similar exercises being conducted in other states.

The study would be a pilot instrument which leads to successful implementation of urban-industrial environment management solutions which can be replicated in other states on the basis of developed methodology and experiences.

Cross Linking & Information Dissemination
The findings of the “Natural Resource Accounting for the State of Andhra Pradesh” were presented at a Roundtable conducted by the Sector Project Rioplus at the GTZ Headquarters in Eschborn. The Roundtable was structured around a presentation regarding the process of developing Green Accounts for the State of Andhra Pradesh and the uses of these adjusted accounts in the policy making process. The roundtable was well attended by different sector projects in the environment division as well as Planning and Development Division at GTZ Headquarters.

Draft Electronic Waste (Management & Handling) Rules, 2009
Draft legislation for the Environmental Sound Management of Electronic Waste has been prepared by GTZ-ASEM in partnership with stakeholders like the Manufacturers’ Association of Information Technology, Greenpeace and an environmental NGO, Toxics Link. The draft legislation is currently being examined by an Expert Committee constituted by the Ministry of Environment and Forest, Government of India.

The recommended draft regulation would lead to holisitc management of e-waste with defined roles and responsibilities of the producers, consumers and civil society.
Sustainable Innovations in India
The GTZ Summer School "Sustainable Innovations in India" was a 4-week programme aiming to fill the gaps between science and practice by offering an interactive learning dialogue for PhD-students and young professionals from Government Institutions and NGOs from all over India. It is part of the UN Decade "Education for Sustainable Development"(ESD)-project, "Between Lecture Hall & Projects Works", GTZ-Berlin. This year GTZ Summer School was conducted for the fifth time, after being held in Vietnam, Egypt, Brazil and Peru. The program incorporated the thematic areas like learning and communication stability, globalization and governance, urban sustainability, climate change adaptation and mitigation and water resource management.

The programme led to improved awareness on specific issues related to climate change, urban planning, sustainable development and environmental management.

International Conference on Energy and Environment Politics in India and China
The findings of the Green Accounting project in India as well as the process were presented during an International Conference at the University of Muenster, "Energy and Environment Politics in India and China". The possibility of including the project as a case study in a book project were also explored during the conference.

Cross Cutting

The HRD Programme of ASEM enhanced the capacities and skills of 688 experts from the regulatory agencies, municipalities, civil society, NGOs and local authorities on holistic management of municipal solid waste and hazardous waste, urban planning and renewal, governance, consumer awareness and legal metrology, disaster risk reduction, management of industrial estates, clean technologies and minimizing air and water emissions.

A total of 22 training programmes, exposure visits and conferences were conducted during the period January - June, 2009 under the ASEM focus areas with the involvement of 43 eminent international experts. Around 500-600 community members and stakeholders were involved in SAKARMA a massive awareness programme, in Tirupati by GTZ-ASEM in cooperation with Tirupati Municipal Corporation and local NGOs.

The improved capacities and enhanced skills of the partners and stakeholders leads to development of a better management structure for urban and industrial infrastructure and consumer protection in India.

India, with technical cooperation of GTZ (German Technical Cooperation), is the first country to launch an online registration of CDM projects for host country approval process on the National CDM Authority of India (NCDMA) website (www.cdmindia.nic.in). This inaugural was done on 19th March 2009 by applying principles of e-governance and e-filing. While inaugurating the website Mr. Vijay Sharma, Secretary MoEF, said that this step was a major initiative to further streamline the working of India's National CDM Authority of India which is reckoned as most efficient and pro-active Designated National Authority (DNA) in the world.

This website will enable CDM project proponents to file applications and upload their project documents directly.

Regional Seminar on Energy and Climate Change in Cold Regions, 21-24 April, 2009 in Leh (Ladakh, India)
The seminar on "Meeting the challenge of development in energy-related projects and climate change adaptation strategies: Impacts and best practices in cold regions of Asia" was jointly funded and organized by European Commission, French Environment and Energy Management Agency, German Technical Cooperation, Ensemble Foundation and Energy Environment Solidarity.

The objective of the seminar was sharing successful experiences and best practices on policies concerning social, economical and environmental impacts of energy-related projects and adaptation to climate change in cold areas of Asia. The sessions included plenary sessions on impacts of energy projects in development, climate change adaptation strategies of local communities and catalyzing resources for clean energy mechanisms. Representative from Nepal, Bhutan, India, Afghanistan, Pakistan, China, Mongolia, Tajikistan, Uzbekistan and Kyrgyzstan took part in this event.

Cross Cutting/ Climate Change
The workshop on 'Capacity Building in Clean Development Mechanism', 5-6 March 2009 at Jammu was organized by GTZ and State Forest Research Institute (SFRI). The workshop imparted knowledge and potentials related to CDM in the sectors like Energy, Municipal Solid Waste and Forestry and strengthened capacity of the State in making viable CDM projects for procuring carbon emission reduction (CER) under Kyoto Protocol.

The workshop resulted in formulation of a CDM operational plan with State Forest Research Institute (SFRI), J&K which includes development of two Programme of Activities (PoA) Project Idea Notes (PINs), planning of one workshop for policymakers and technical people in J&K and two Small Scale (SSC) CDM project PINs.

Carbon Bazaar 2009
In order to strengthen the CDM Market and establish direct linkages between the buyer and sellers, BMU (Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit) German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety has extended support for Clean Development Mechanism (CDM) and Joint Implementation (JI) initiative. In order to facilitate this objective GTZ Climate Change Mitigation, New Delhi, India in collaboration with Ministry of Environment and Forests, Government of India organized Carbon Bazaar, 2009 on 28-29 April, to take CDM to the next level in carbon trading in India.

The Carbon Bazaar 2009 offered a platform for interaction between carbon market developers, investors, buyers and sellers, public & private sector units facilitators, Chambers of Commerce, State and Central Government policy makers, consultants, technology providers to strengthen direct linkages. It had 3 components namely Conference, Business to Business Meeting and Exhibition. The event had an overwhelming participation of over 700 delegates in two days. The B2B Meetings resulted in 19 projects out of 82 to enter into a MoU with buyers, investors and technology transferors from different parts of the world. This supports the National Action Plan on Climate Change (2008) by offering clean development markets in India for improved mechanisms on climate change protection systems.
