The first phase of the project started in the year 2007 & completed in March 2009. The second phase was initiated from April 2009 till 2012. The major outcomes of the first phase were baselines studies on consumer situation and problems and categorization of different target groups on the basis of educational qualification, income levels and consumption patterns. The project initiatives also resulted in capacity building and increased awareness on consumer rights, strengthening of voluntary consumer organizations (VCOs) and recommendations for existing legislative reforms related to consumer protection in India.
The current draft amendment to the Consumer Protection Act has incorporated the project’s recommendations for improvements of the legal redress system and a faster disposal of cases at the consumer courts. To educate consumers on their rights three TV spots have been produced and were aired several times on national TV. Four state of the art laboratories for legal metrology have been set up at Indore and Delhi as a model for replication in more than 2500 laboratories across India.
The second phase of the project envisages pilot projects in five states of India. The activities will focus on the areas of consumer information and transparency, sustainable consumption, institutional framework, unfair trade practices, legal redressal and capacity building in legal metrology.
