Introducation
India’s rapid economic growth during the past decade has brought in its wake massive environmental challenges in urban/ industrial sectors and management of natural resources. The philosophy of inclusive growth enunciated in India in the Eleventh Five Year Plan recognizes the need of long term solutions with sustainable consumption of natural resources thus creating a demand for urgent national attention and efforts.
Environment is one of the most important areas in the Indo-German bilateral relations, especially in areas where Germany has comparative advantage with focus on knowledge transfer, technology transfer, exchange of experiences and pilot projects. To enhance the success of the previous joint work, the German Agency for Technical Cooperation (GTZ) and the Ministry of Environment and Forests of the Government of India (MoEF) decided to work in a structure called Advisory Services in Environment Management (ASEM). The First Phase of ASEM Programme was for the period May, 2002 till December, 2009 with projects focusing on Environmental Planning, Hazardous Waste Management, Sustainable Small Scale Industry, Cleaner Technologies/ Production, Environmental Accounting and Human Resource Development Programme supporting the development objectives of the Indian government. The Second Phase of ASEM programme commenced for the period January, 2009 till December, 2012 with projects catering to the needs of Indian government and counterparts. At the outset, the second phase of ASEM programme aims to achieve environmental management and sustainable development through streamlining project interventions in Sustainable Urban Environment (SUE), Sustainable Industrial Development (SID), Sustainable Consumption and Consumer Protection (SCCP) and Sustainable Environmental Governance (SEG) thrust areas. The Human Resource Development Programme (HRDP) and Climate Change are the cross cutting areas of project intervention.
